E N S T O N E P A R I S H C O U N C I L

A meeting of the Council was held on:-
Thursday 3rd November 2022 at 7.00 pm in Enstone Parish Hall

PRESENT: Parish Councillors N. Knott (Chair), P. Shaw, D. Robottom, P. Johnson, T. Gilbert and R. Parker

The Chair welcomed everyone to the meeting.

1. Apologies for Absence had been received from Cllrs. Ward, Baggaley and Bourne-Taylor.

2. The Minutes from Finance Meeting held on Thursday, 18th November 2021, having previously been circulated were approved and signed by Cllr Knott.

3. Draft Budget 2022/2023

• This had been circulated to all members prior to the meeting. Cllr. Knott thanked Cllr. Glendinning and the clerk for their work involved with the draft budget.
• The budget was discussed in detail and revisions made where thought appropriate. This has been updated and annotated with the revisions.
• It was agreed by a majority of 5:2 to move forward with the One Way system at the Shop. This was highlighted in the survey undertaken in 2019/20 as of major importance to the villagers.
• A letter to be sent to the PHMC and PCC to ask each for an increase of £50 towards the grass cutting budget.
• A figure of £500 was added to the budget for Defibrillator costs.
• Dog and litter bins were increased to £800 as WODC is increasing their charge to £400 per bin to empty bins that were installed at the request of the PC. It is thought that at most there are two bins that would attract this cost.
• A budget has been requested to support the request for £1,500 for celebrating the King’s Coronation. This has remained in the budget for the present. The Parish Council is awaiting costings for this.
• The budget figure of £5,000 for Road Safety at the A44/B022 crossroads was transferred to Community Infrastructure to be allocated towards the 20s Plenty programme or One Way System at the village shop, if needed.
• Cllr Gilbert was asked to organise the placement of the Christmas Tree. A permanent lockable hollow will be placed on the Green for use annually. In this respect he agreed to arrange for the purchase of a Christmas Tree and offered to provide the lights for it.
• The Parish Council agreed to arrange for a stonemason to quote for the ESSC wall which is in need of repair.
• Cllr Gilbert agreed to source a wreath for the Armistice Day service at St Kenelms.
• The Parish Council will contact James Wright from Highways and enquire if he can suggest a use for the brought forward figure of £5,000 for School Safety in the pre 2019 budget.
• The figure of £2,500 bought forward from the 2021-22 budget for an EV charging point is transferred to the Contingency Fund. The Parish Council has been unable to source a position for a charger. The Parish Council appreciate the cost of an EV charging point is beyond their budget.
4. The revised budget will be presented to the next Council meeting on the 17th November.
5. To date the only quote for grass cutting for next year has been received from Thomas Fox and because there has been no increase in their costs the Parish Council has accepted their quotation.
6. West Oxfordshire District Council has announced a grant scheme to help with those struggling with the cost of living.
